You do need a Facebook account to use Cartwheel and a smartphone to take with you to Target and show the cashier at checkout to redeem the offers. If you do not have a smartphone you can bring in the printed barcode to show the cashier.
When you select a Cartwheel offer to load to your account, the information is shared on Facebook in your newsfeed. Target is banking on the power of Facebook to spread the word about their deals, thus bringing in more shoppers. Social media is exploding and Target is smart enough to recognize that.
